To work in Canada, a work permit is a MUST. Working without a work permit (unless you are a permanent resident or a Canadian citizen) is illegal in Canada.
Work permit can be an employer specific work permit or a non-employer specific work permit i.e., nothing but an open work permit.
Generally, a positive Labour Market Impact Assessment (LMIA) and a valid job offer from an employer are necessary to apply for a work permit, but this is not true in all the cases. In certain cases, we might not need any LMIA or a job offer to apply for a work permit.
The job market in Canada varies from province to province.
Hence to whatever the occupation you belong to, you might have an opportunity to work in Canada if your occupation is in demand. Of course, you might not get into the same province that you intend to work in but you can have the experience of working in Canada and later you might be eligible to apply for Permanent Residence (PR) in Canada.
